Political systems have 2 essential components: who exercises power and the value framework within which that power is exercised. In most cases, it is religion or the religious heritage of the politicians that provides the value systems by which power is exercised, or at least justified.

The issue we are addressing is without a doubt of great importance, especially taking into account the extraordinarily dramatic and painful developments in many part of the world, which as such are generating substantial victims of different ages, sexes, ethnicities, beliefs and cultures, or places where they come from.

My position was as Anglican archbishop of Armagh, which means I was the Anglican primate for the whole of Ireland, North and South, and that period of 22 years before I retired coincided with what we call the troubles, the war in Ireland.

Ladies and gentlemen,
I cannot begin this speech without thanking the Universal Peace Federation, Jacques Marion, its general secretary and Mr. Veracx who offer me the honor and pleasure to invite me in such a prestigious place. I wish I was here for a conference on a different topic, but we are all gathered today here to talk about terrorism.

I am very honoured to address this conference and to be part of IAPP. First of all, may I introduce myself? I am from Malta, a country which, from the beginning, even before its independence in 1964, promoted initiatives for peace.
